I very much regret that in transmitting this and some other Ordinances recently, I was unable to accompany them with the usual reports of the Attorney General. That Officer is, however, seriously indisposed, so it is quite out of the question to trouble him with any public business soon. As soon as he is able to travel, it will be necessary for him to leave the Colony without delay for the purpose of returning to Europe. I need scarcely say that this entails a most serious disadvantage on the Public, though it is in some degree diminished by the aid I derive from Judge Ball in his present Capacity of Acting Colonial Secretary.
The enclosed Ordinance is one which may be said to long explain itself, and the necessity for which has been so obvious that it is a matter of surprise it should have been left to me to introduce it.
